P&Z OK's ATV sales & new site at Schafer Plaza, tables shelter ord.

During its regular August 4, 2016 meeting, the Forney Planning and Zoning Commission met and (this is a preliminary report, subject to revision):

• Held public hearings:
  
  • Approved a request to amend the City of Forney Comprehensive Zoning Ordinance to amend Section 37, “Use Charts” to allow the use of “All Terrain Vehicle Dealer/Sales” in the General Retail District.
    Mr. Morgan briefed the commissioners, with description of off-road, including side-by-side vehicles.
    There was no public input.
    
  • Approved an Ordinance approving a Conditional Use Permit for the uses of Motorcycle Dealer (New/Repair/Used) and All Terrain Vehicle Dealer/Sales to operate at 113 E. U.S. Highway 80 and 117 E. U.S. Highway 80.
    Mr. Morgan briefed the commissioners, provided items the commission can require with the CUP.
    Mr. Bowen asked about screening - applicant says will keep the wrought iron fence, nothing will ever be outside the fence. Mr. Rexrode asked about office hours. Mr. Morgan said expansion of hours would require approval. Chmn Wilcoxson asked about change in ownership - Mr. Morgan said not necessarily.

    There was no public input.
    

  • Tabled a request to amend the City of Forney Comprehensive Zoning Ordinance to create a new use, entitled “Household Care Facility/Social Work Center”, and to provide a definition with regulations for the use.
    Mr. Morgan said staff contacted other cities re their ordinances; these are usually allowed in residential areas, , restrictions on number of vehicles.
    There was concern about having 11 people in a residence.

    Mr. Morgan said he only knows of one person wanting to do this.
    There was no public input.

• Approved a site plan for Sneh Plaza, located on Lot 11, Block B, of the Shafer Plaza at Mustang Crossing final plat.
  
• Sneh plaza - staff recommends approval with one stipulation - remove 5 parking spaces. This property was before the commission before, as a gym.

• Mr. Morgan introduced Gladys; Holiday Inn next month, another near aldis; Hampton may still be moving forward.
