P&Z approves Wellington Ridge, denies Gateway Parks
During its regular May 04, 2017 meeting, the Forney Planning & Zoning Commission met and (this is the preliminary report, subject to change):
- Held Public Hearings:
- Took no action re: Request for approval of an amendment to the Fox Hollow South (Villages of Fox Hollow) Planned Development No. 1114, amended by Ordinance No. 1126, by amending the Planned Development Conditions and the Concept Plan to allow for the development of single-family residential lots at a minimum lot size of 9,000 square feet.
Mr. Morgan recognized new member Ann Lemmons, then told the commission the applicant wishes to withdraw the item.
- Approved, with stipulations about the trail system and future amenity center requirements, a request for approval of a rezoning from Mixed-Use District to Planned Development District with single-family residential, multi-family residential and non-residential (General Retail, Office and Neighborhood Service) uses on 108.3 acres of land located south of U.S. Highway 80 adjacent to the western city limits boundary of the City of Forney, Texas.
This is at FM 460 & Hwy 80, on the south side.
Mr. Morgan showed the concept plan, there are two retail sections, 2 MF sections, then SF area. The retail also allows office use, but not heavy industrial. The SF6 meets the recently updated zoning. The PD rules exclude stucco and EIFS. A road connecting to frontage road will be added. This request will require an amendment to master usage plan.
Mr. Pat Atkins presented a slide show, stating staff has been helpful during the several months they have been working on this. Homes will be under 300k, they will have monument structures at the entry points.

- Approved a site plan for 114 W. Pacific Street, City of Forney, Texas.
Mr. Cunningham mentioned he grew up in that house. A new realtor is welcome, his concern is about just 5 parking spaces; there are actually 9.
- Approved in one motion:
- a preliminary plat for Bush’s Chicken, located south of F.M. 741 and east of F.M. 548 in the City of Forney, Texas.
Mr. Petroski briefed the commission

- Approved a final plat for Gateway Parks Addition, Phase 3, located north of F.M. 1641 and south of C.R. 212 in the City of Forney, Texas.
- re: a revised site plan for the Gateway Parks Amenity Center, located at 1351 S. Gateway Boulevard in the City of Forney, Texas.
This request was previously tabled so the commission could confer with the city attorney.
- Held a 20?-minute executive session.
- Denied a revised site plan for the Gateway Parks Amenity Center, located at 1351 S. Gateway Boulevard in the City of Forney, Texas.
The commission held a lengthy debate, with the architect Luecke and owner Bain, about their displeasure in having the center reduced by 2/3, and questioned the statement that this would lower the HOA monthly fees from $100 to $60.
Mr. Bain asked for reason for denial; Chmn Wilcoxson replied he thought they just did.
