P&Z approves site plan for the Mystery store at 741 and 548
During its regular June 02, 2022 meeting, the Forney Planning & Zoning Commission met to consider coffee roasting, distribution building, radio tower, gas station next to future unnamed grocery store and retail center.(watch official video)

- Approved a Conditional Use Permit for Coffee Roasting to operate as an allowed use at 309 E. Main Street.
Mr. Morgan said this is a recently approved right by CUP, due to the aroma caused by roasting. Staff received no comments to public notices. A future site plan will be required for parking, and building modifications. The previous occupant still operates in the back portion of the building, the front will be used for this coffee service.
Mr. Rosenberg asked if additional buildings were going to be built - no, it's a small amount of roasting, just 2 days per week for 6 hours, plus the coffee shop.
There was no public input.
- Approved an Ordinance to rezone 25.738 acres of property from Agricultural District to Planned Development Overlay District. The property is located south of U.S. Highway 80, east of S. Gateway Boulevard and north of Akron Way.
Mr. Morgan said this is surrounded by industrial, plan is similar to others, will have 325k sq ft distribution facility. Manufacturing would require CUP.
Staff received no response to public input, but there are no surrounding residences.

- Approved replat of Lot 3R and 4, Block A, Kroger Drive North Addition, located east of the Trailhouse Lane and Kroger Drive intersection.
Mr. Morgan said this is for a new childcare center. Been several years since plats approved, needs modification.
No response to public notices.
Mr. Rosenberg asked about location - is next to car wash, on 1.5 acres.

- Approved a conditional use permit for a communication tower taller than thirty-six feet (36’). The property is located at 1110 N Kaufman Street.
Mr. Morgan said this is next to NTMWD water storage tank, 195 ft tall. Staff requested documentation of the fall zone. A 10x12 building will also be built.
Chair Bingham asked if NTMWD was OK with this so close to tanks; Mr. Morgan said it is their plan.

- Approved a Conditional Use Permit to allow a Gasoline Service Station to operate as an allowed use on property located north of the S. F.M. 548 and F.M. 741 intersection.
Mr. Morgan said this will be adjacent to Three Forks Senior Living; this is the first of several related items. Site plan shows 3,000 sq ft convenience store, 6 dual-sided fuel pumps, access will be shared with the adjacent grocery store and retail uses. This is part of Fox Hollow, this meets PD requirements. There was was no response to public notices.
Ms. Badgley asked if this will be part pf PID; no. Mr. Rosenberg asked if this would be a problem for residents at Three Forks; Mr. Morgan said there will be a screening wall, Three Forks was notified and had no comment.
Applicant Mr. Steve Gregory spoke; Chair Bingham asked if this was related to the store; yes, both owned together. Mr. Gregory addressed Mr. Rosenberg's question, stating there is a one acre parcel between them and Three Forks. Ms. Lemons asked access if only on 548 - yes, two access points on 548: next to gas station is in/out, closer to intersection will be right in/ right out only. Also 2 access points on 741. All approved by TxDOT. Mr. Rosenberg asked about signal lights; Mr. Gregory was not aware of any plans. Ms. Lemons asked how far from intersection right-only is; Mr. Gregory said the engineer could provide that, and that plans were submitted to city, who then got TxDOT approval. Engineer Mr. Fraccaro said all entrances have right-turn/deceleration lanes, over 300ft long, probably 400 ft from intersection. Mr. Rosenberg asked if traffic study done about 18-wheelers going to the store; the study only considers trips, but they have modeled 18-wheelers. The larger plan will have 4 access points, but the gas station just has two.

Mr. Morgan said this is same area, to be 7 lots, includes fuel station, grocery store, retail. Request complies with all code requirements.
Mr. Rosenberg thanked applicants for building a fine store on the S. side of Forney. Chair Bingham gave a shout out to council, EDC, staff.
- Approved a site plan for Forney Crossing Retail.
Mr. Morgan said included 60k sq ft grocery store, 20k sq ft retail building. Chair Bingham asked, other than the worst-kept secret what the 60k building would be, what other tenants might be - they are. Mr. Gregory said this has been over-promised and under-delivered, thanked city for patience. Should break ground in early fall. It's their job to improve community's quality of life. Ms. Badgley asked about the large store; Mr. Gregory said he's not supposed to say what it is publicly. Chair Bingham thanked them for sticking with the city.
- Approved a revised site plan for the Hailey Pump Station, located at 1110 N Kaufman Street.
Mr. Morgan said since the other was approved, recommend approval of this.
- Approved a site plan for the Reindeer Gifts, located at 310 Industrial Drive.
Mr. Dixon said this is for office warehouse building, permitted by right in this district. Part of the property is in flood plain. Sr. Engineer has reviewed the plan, does not interfere with flood plain. Already platted, 5,876 sq ft building. This was denied Aug 5 due to unanswered staff comments; work has since been done to comply. Mr. Rosenberg asked that those were; parking, size, elevations with no colors or dimensions, now have all that. Ms. Lemons asked if only need 6 parking spaces; yes.
